Minneapolis is home to 96 registered sex offenders in April

There were five fewer registered sex offenders living in Minneapolis in April compared to the previous month, according to the Minnesota Public Registrant Search.

As of April, 96 sex offenders were living in the city.

The Registry shows eight of these sex offenders are sexual predators.

In Minnesota, people convicted of sex-related crimes are required to register as predatory offenders. The registration period usually lasts 10 years from sentencing, release, or the end of supervision, but in serious cases, such as repeat offenses or first-degree criminal sexual conduct, it can extend to lifetime registration.

Minnesota spends over $100 million annually on its Sex Offense Civil Commitment (SOCC) program, designed to prevent sex offender recidivism, according to a study by the Sex Offense Litigation and Policy Resource Center.

As of August 2024, there were 18,877 registered sex offenders living in Minnesota. This translates to roughly 331 offenders per 100,000 residents.

Bernard Clark	Criminal sexual conduct in the first degree, criminal sexual conduct in the fourth degree	In 1990 Bernard Clark engaged in separate incidents of sexual contact against a known female adult and a known female teen. Contacts included touch. With each incident Clark used his established relationships of trust to attain contact with the victims. When each was isolated, he used force in an attempt to gain control.
Bernard Clement Schug	Criminal sexual conduct in the second degree	Bernard Schug engaged in sexual contact against an unknown female child. Contact included touch. Schug accessed the victim while she was in a public shopping location. He used surprise and the victim's discomfort in an effort to maintain control.
Billy Joe Chapman	Criminal sexual conduct in the third degree	In 1991, Billy Chapman engaged in sexual contact against a known adult female. Contact included penetration. Chapman used an established relationship of trust to gain access. He used force to gain control.
Branden Lee Pollard	Criminal sexual conduct in the third degree	Branden Pollard engaged in sexual contact with an unknown female teenager. Contact included penetration. Pollard gained access by offering assistance. Force was used to gain compliance.

Conduct included Overweg exposing himself and showing the victim pornography. Contact included penetration. Overweg used his established relationship of trust to attain and exploit unmonitored contact. He used manipulation, coercion, and force to maintain control. Jason Allen Suydam	Predatory offense, non-mn statute	1995 to 1997 Jason Suydam engaged in multiple incidents of sexual conduct and contact against known male children. Conduct included displaying sexually explicit materials to the victims, exposing and manipulating his genitals in the victims' presence, and soliciting sexual contact. Contact included touch and penetration. Suydam accessed the victims through his established relationships of trust. He used the various relationships of trust to attain and exploit unmonitored contact then used manipulation and coercion in order to maintain control.

Matthew Antonio Johnson	Criminal sexual conduct in the first degree	Matthew Johnson engaged in sexual contact against two unknown adult females. Contact included penetration. Johnson gained access by meeting the victims in a public space and bringing them to another location. Force and a weapon were used to gain control.
Matthew John Lyngen	Criminal sexual conduct in the second degree	From 2000 to 2002 Matthew Lyngen engaged in sexual contact against a known male child on multiple occasions over an extended period of time. Michael Allen Franson	Criminal sexual conduct in the first degree, criminal sexual conduct in the second degree, kidnapping	At age 26, Michael Franson and two accomplices engaged in sexual contact against an unknown female teen. Contact included penetration. Franson gained access by meeting the victim at a social gathering, luring her outside, forcing her into a vehicle, and transporting her to another location. Contact included penetration and attempted sexual conduct. Van Belt gained access to one female by approaching her in public, another during an interaction involving narcotics, and another through a relationship of trust. Williams accessed the victim as she was visiting a neighbor's apartment. Williams used force and threats of significant harm in order to maintain control.
Monique Dee McFarland	Kidnapping	Monique Mcfarland has a history of holding unknown adult males and females against their will and robbing them of their belongings. Mcfarland gained access by earning the victim's trust and then going to their residences. Mcfarland used threats, weapons, restraints, and took advantage of one victim's disability to gain compliance.
Oliver Dee Smith	Criminal sexual conduct in the first degree, criminal sexual conduct in the third degree	Oliver Smith has a history of sexual contact against known female children. Contacts included touch and penetration. Smith used his relationships of trust to attain and exploit unmonitored contact. He used coercion and manipulation in an effort to maintain control.

Phoebus Phaeton Apollo	Solicitation, inducement, and promotion of prostitution, sex trafficking	Phoebus Apollo engaged in sexual contact with a known female teenager on multiple occasions. Contact included penetration. Force was used to gain compliance. The victim was then forced into prostitution.
Quintin Alexander Branch	Criminal sexual conduct in the fourth degree, criminal sexual conduct in the second degree	In 2014 Quintin Branch engaged in separate incidents of sexual contact against two known male children. Contact included touch and penetration. Branch used his established relationships of trust to attain and exploit unmonitored access to the victims. Contact included touch and displaying a photo of Goodew's exposed genitals. Goodew accessed the victim at a faith-based institution and attempted to move him to another location. Contact has included sexual touching and penetration. Salinas gained access to two females by approaching them in a public setting and offering them a ride. Force, a weapon, and threats have been used to gain compliance. Salinas also has an extensive history of exposure.
Robert Stanley Hakala	Criminal sexual conduct in the first degree	Robert Hakala engaged in sexual contact against a known adult female. Contact included penetration. Hakala gained access in a social situation and offered to drive her home but drove her to another location instead. Hakala used force and threats of death to gain compliance.
Roderick James Emery	Criminal sexual conduct in the first degree	Roderick Emery was an accomplice in the sexual contact against an adult female. Emery's conduct included him observing his accomplice sexually assaulting the victim. Emery entered the victim's residence without permission and stole property. Force and threats of violence were used to maintain control.

Shange Martin McNeal	Predatory offense, non-mn statute	Shange Mcneal engaged in sexual conduct against an unknown adult female. McNeal approached the victim in a public place and demanded sexual contact. Force and a weapon were used to gain control.
Shawn Steven McNellis	Criminal sexual conduct in the fourth degree, burglary	Offender has a history of sexual contact with adult female victims. Offender gained access to victims by entering ther residences without permission. Offender gained compliance through physical force. Offender was not known to victims.
Steven Lee Odelius	Criminal sexual conduct in the second degree, criminal sexual conduct in the fourth degree	In 2003, Steven Odelius engaged in sexual contact against two unknown male children. Contact included touch. Odelius accessed the victims by approaching them while in public. He used manipulation in order to gain control.
Terry Shelton Day	Criminal sexual conduct in the first degree, criminal sexual conduct in the fourth degree	Terry Day engaged in sexual contact against an unknown adult female and a known female teen on separate occasions. Contact has included touch and penetration. Day accessed the victims' by approaching them while in public. He has used force, an accomplice, a weapon, and threats of violence in his efforts to maintain control.
Thomas Joseph Stanton	Criminal sexual conduct in the first degree (3 counts), kidnapping	In 1992 Thomas Stanton engaged in sexual contact against an unknown adult female. Contact included penetration. Stanton accessed the victim as she was in public. Timothy Ray Vanburen	Criminal sexual conduct in the third degree, criminal sexual conduct in the first degree	Timothy Vanburen engaged in sexual contact against a known adult female. Contact included penetration. Vanburen used his significant relationship of trust to attain access. He took advantage of the victim's vulnerable state to maintain control. On a separate occasion, Vanburen engaged in sexual contact against an unknown adult female. Contact included penetration. Vanburen accessed the victim by approaching her in public. He used threats, an accomplice, and force to gain control.
Torrance Lee Royster	Criminal sexual conduct in the fourth degree	At age 22, Torrance Royster engaged in sexual contact with a known female adult. Contact included sexual touching. Force was used to gain compliance.
Trayon Maurice Berry	Criminal sexual conduct in the first degree, criminal sexual conduct in the third degree	Trayon Berry has a history of sexual contact with known female teens and adults. Contact included penetration. Force was used to gain compliance in at least one offense.

Contact included touch and penetration. Cummings established and used relationships of trust to gain and exploit unmonitored access. He used manipulation and victim's naiveite in an effort to retain control.
William Cody Davis	Criminal sexual conduct in the second degree	William Davis engaged in sexual contact against a known female child on multiple occasions. Contact included penetration. Davis used his significant relationship of trust to attain and exploit unmonitored access. He used the victim's confusion and naiveite in order to maintain control.
Willie Parks	Criminal sexual conduct in the first degree	Willie Parks has a history of sexual contact against unknown and known adult females. Contact has included sexual touching and penetration. Parks gains access by approaching them while in public, threatening violence with a weapon, and moving them with force to isolated locations.
