Registered sex offenders: 12 living in ZIP Code 55407 in May

There was one less registered sex offender living in ZIP Code 55407 in May compared to the month before, according to the Minnesota Public Registrant Search.

As of May, 12 sex offenders were living in the area.

According to the USPS, Minneapolis is the primary area with addresses in ZIP Code 55407.

The Registry shows one of these sex offenders is a sexual predator.

In Minnesota, people convicted of sex-related crimes are required to register as predatory offenders. The registration period usually lasts 10 years from sentencing, release, or the end of supervision, but in serious cases, such as repeat offenses or first-degree criminal sexual conduct, it can extend to lifetime registration.

Schneider used his position of trust to attain and exploit unmonitored access. He used the victim's confusion and naiveite in an effort to maintain control.
James Earl Patterson	Kidnapping, criminal sexual conduct in the second degree, criminal sexual conduct in the first degree (2 counts)	James Patterson has a history of sexual contact against known and unknown female children and adults. Contact has included penetration. Patterson used his various relationships of trust to attain and exploit access with the victims. He used manipulation, force, and threats of violence in order to maintain control.
Jerry Bryant Thomas Jr.	Criminal sexual conduct in the third degree (2 counts)	Jerry Thomas has a history of sexual contact against unknown female teens. Contact included penetration. Thomas accessed the victims' by meeting them at different social gatherings and using attention, affection or kindness to isolate them. Once isolated, Thomas used force and in one incident he took advantage of a victim's vulnerable state, to maintain control.
Jerry Everett Pahl	--	(in 1990 and 2007) Pahl engaged in separate incidents of sexual contact against a known female teen and two known female adults. Contacts included touch or penetration. Pahl has used manipulation and force in his efforts to gain control.
Joseph Robert Morgan	Criminal sexual conduct in the third degree, false imprisonment	In 1996 and 2003, Joseph Morgan engaged in separate incidents of sexual contact against two known adult females. Contacts included penetration. Morgan utilized his established relationships of trust to gain and exploit access. He used force, threats, and in one incident a weapon to maintain control.
Michael Cortez Banks	Indecent exposure, penalties, criminal sexual conduct in the fourth degree, criminal sexual conduct in the first degree	In 1995 Michael Banks engaged in sexual conduct against an unknown adult female. Conduct included indecent exposure. Banks accessed the victim by entering a women's shower facility. In 1986 Banks engaged in sexual contact against a known female teen. Contact included penetration. Banks used an established relationship of trust to attain and exploit unmonitored access. He used force to gain control. In 1983 Banks engaged in sexual contact against a known male child. Banks used an established relationship of trust to exploit unmonitored access to the victim He used manipulation and coercion in an effort to maintain control.
Phoebus Phaeton Apollo	Solicitation, inducement, and promotion of prostitution, sex trafficking	Phoebus Apollo engaged in sexual contact with a known female teenager on multiple occasions. Contact included penetration. Force was used to gain compliance. The victim was then forced into prostitution.
Shange Martin McNeal	Predatory offense, non-MN statute	Shange Mcneal engaged in sexual conduct against an unknown adult female. McNeal approached the victim in a public place and demanded sexual contact. Force and a weapon were used to gain control.
Torrance Lee Royster	Criminal sexual conduct in the fourth degree	At age 22, Torrance Royster engaged in sexual contact with a known female adult. Contact included sexual touching. Force was used to gain compliance.
Willie Parks	Criminal sexual conduct in the first degree	Willie Parks has a history of sexual contact against unknown and known adult females. Contact has included sexual touching and penetration. Parks gains access by approaching them while in public, threatening violence with a weapon, and moving them with force to isolated locations.
